U.S. Energy Policy

U.S. Energy Policy is not a just domestic issue. By influencing the amount of oil that the U.S. will consume in years to come, it influences the amount of oil available to other countries, and therefore the price of oil and the value of the dollar. Many analysts believe that we are at or near the 'Hubbert peak' or 'peak oil', where oil extraction is tailing off while demand is rising, particularly in developing countries such as China. This could mean increased tension and conflict between nations.

The amount of investment the U.S. puts into alternative fuels will also influence:

  • the amount of oil that the U.S. imports, and therefore:
    • its balance of payments with other countries
    • its relationship with oil-producing and oil-demanding nations, including the amount it needs to spend on military intervention and anti-terrorism measures
  • how much of a technological lead it has, and how much money it can make from selling that technology.

By selecting the right alternative fuels, the U.S. could also reduce its contribution to global warming, which will also lead to continued tension between it and the rest of the world as the effects of global warming become ever more apparent. Other forms of pollution could also be reduced, improving the health of the nation and therefore reducing the cost of health care and of lost productivity. Encouraging conservation of energy, for example by reversing the tax breaks for SUVs, would also help.

Bush Aide Plays Down Short-Term Fix on Energy, Bush to Meet House, Senate Energy Bill Leaders

The aide says that the president is focused on a broad energy bill. President Bush will deliver a major speech on energy policy on Wednesday. Last year's energy bill died when the Senate balked at protecting oil companies from MTBE oil suits. MTBE is added to gasoline, but is pollutes water supplies. President wants to open the Arctic National Wildlife Refuge to drilling.

President Bush is pressing the leaders of the House and Senate energy and finance committees so pass his broad energy bill.

Congress Asked to Boost Ethanol Production

Farm-state senators and many governors say that the republican energy bill passing through the house does not go far enough in replacing foreign oil by homegrown ethanol. The bill requires refiners to use 5 billion gallons of corn-based ethanol a year by 2012. Governors want that raised to 8 million gallons a year with tax breaks and help to encourage production from a variety of sources.
